Kathryn Beavan-Seymour - Implementation Service Manger

Kathryn has 14 years experience in ICT Systems Development in both Private and Public Sector. Starting her career with Xerox as a systems analyst, before moving into a team leader role for large website development projects at Marlborough Stirling and circle.com
She was educated in Liverpool, John Moores University , graduating with a BSc (Hons) in Software Engineering and is currently studying for a Masters in Public Administration with the University of Wales, Trinity Saint David in Carmarthen as part of a Leadership Programme between Torfaen CBC, Gwent Police and Aneurin Bevan Health Board.
Kathryn joined Gwent Police in 2002 and has been the Development and Implementation Services Manager in the Shared Resource Service since October 2009. Working as part of the collaborative ICT project cross Gwent Police, Torfaen and Monmouthshire local authorities.
ICT has been transformed in Gwent Police over the last 18 months into a collaborative model of delivery and has been responsible for contributing over £800,000 to the totaliser savings so far. The future emphasis is on working with others and finding innovative ways of driving down the cost of ICT provision to all organisations.
Matthew Didcott Head of Information & Statistics

Matthew started with the Force in November 2009 coming from a Social Care & Housing background. As a fresh pair of eyes and with the expertise in the field of developing, improving and implementing Management Information Systems, the priority was clearly set to drive performance through Qlikview.
Matthew is the project lead for any new developments to ensure that planning and prioritising is focussed upon the key areas of the business needs. Clear direction and strong relationships with Senior Management and Business Leads are vital in the success of future developments.
Darren Garwood-Pask - Head of Finance and Business Support

Darren is a Fellow of the Association of Chartered Certified Accountants and began his career in 1990 with the Welsh Office (now the Welsh Government). He undertook a number of financial roles within this Central Government Department, before leaving to join the University Hospital of Wales in 1998 as the Senior Planning and Costing Accountant. His next move was to the Environment Agency (Wales) in 2000 as the Head of Management Accounting, ultimately rising to become their Chief Accountant in 2002. He joined Gwent Police in 2005 as the Head of Finance, becoming the Head of Finance and Business Support in 2010.
The Finance and Business Support Department incorporates 4 elements, each with their own primary responsibilities:
Management Accounting ? Budget Setting, Monthly Management Accounting, Establishment Control and Business Case provision.
Exchequer Services ? Payroll (incl. Overtime and Expenses), Creditor Payments, Debtors and Cashiering.
Financial Accounting ? Statutory Annual Financial Statements, Treasury Management and Financial Systems? Administration.
Business Support ? Requisitioning/Purchasing of Goods and Services, Business Administration and Management Support.
The Vision of the Finance and Business Support Department is:
To provide high quality, professional and timely financial and business support services to the Force, Police Authority and wider stakeholders in Gwent Police.
To seek continuous improvements in the economic, efficient and effective management of resources across the Force, through robust planning, effective performance management and embracing business change which results in smarter, more efficient ways of working.
To provide and maintain an effective regulatory and corporate governance system that ensures propriety, regularity and value for money exists in all financial transactions undertaken by the Force and Authority.
Paul Higgs - Infrastructure Services Manager

Paul has been Infrastructure Services Manager at Gwent Police since December 2009, working as part of the collaborative ICT project with Torfaen and Monmouthshire Local Authorities. A PRINCE2 and MSP Practitioner with over 25 years experience in the ICT profession, Paul has been responsible for delivering a new data centre facility and a major Gwent Police infrastructure refresh programme. He previously worked in the Local Government sector and was responsible for delivering ICT change initiatives and is currently seconded to the role of Collaboration Project Manager to oversee the collaborative opportunities that exist in ICT across Gwent Police and South Wales Police.

Kathy Ikin - Head of Criminal Justice

Kathy began her career in the banking sector where she spent eleven years before joining Gwent Police in February 2002 as a Business Manager. After three years in this position, Kathy took up a secondment on the No Witness, No Justice Project. She went on to fulfil several roles in the Criminal Justice area within a range of government departments. Her experience in Criminal Justice has included roles with responsibilities for national, regional and local policy development, in the field of victim and witness care, criminal case management, trial management, listing, and judicial escalation processes.
During her recent career, Kathy worked for the Gwent Criminal Justice Board where she had responsibility for the development and implementation of the Strategic Plan, Annual Delivery Plan and Change Programme. Kathy is seconded to Gwent Police from the Criminal Justice Reform Directorate within the Ministry of Justice. As Head of Criminal Justice Department, Kathy leads on the development and implementation of the Criminal Justice Strategy and is the principal Criminal Justice Advisor to the Force.

Dawn R Jeffery - Head Of Business Change & Planning

Dawn has worked in the public sector for 25 years and joined Gwent Police in 2005 as a Principal Accountant. Since the inception of Gwent's major change programme, ?Staying Ahead?, Dawn has been instrumental in achieving the objectives of the Programme and is now Head of Business Change and Planning. Her responsibilities include:
- Co-ordinating the Staying Ahead Programme activity
- Development of the Gwent Policing Plan
- Managing business development activity
- Introduction of Continuous Improvement methodology to Force projects
Stuart John - Head of Corporate Communications

Stuart has been Head of Corporate Communications at Gwent Police since January 2009. With 18 years experience in Marketing & Communications, Stuart previously spent nine years working in the sports industry and was Head of Media for Team Wales at the 2006 Commonwealth Games in Melbourne. He has also worked also with companies in the motor and brewing sectors. Educated at Oxford Brookes University and the University of Glamorgan, Stuart is currently a member of the National Police Improvement Agency's, Senior Leader's Programme.
The Corporate Communications team consists of Marketing Communications, Digital Communications, Printing, Media and Freedom of Information. Stuart is chair of the Gwent MAPPA Communications Group, Gwent Warning & Informing Group and also leads on All-Wales Policing Collaboration communications.
Matt Lewis - Acting Director, Shared Resource Service

Matt has worked in the ICT profession for over sixteen years in both the private and the public sector. With a background in ICT Operational Services for a multi-national Matt has looked after teams in the USA, Asia and Europe. After years of successfully delivering major change initiatives for the private sector, Matt sought out a position in the public sector and has been with Gwent Police since January 2010 working as part of the collaborative ICT project with Torfaen and Monmouth local authorities as Deputy Director of the service across all three organisations. ICT has been transformed in Gwent Police over the last 18 months into a collaborative model of delivery and has been responsible for contributing over £800,000 to the totaliser savings so far. The future emphasis is on working with others and finding innovative ways of driving down the cost of ICT provision to all organisations.

Robert (Bob) Parker - Head of People Services

Bob started his career in personnel management in manufacturing working for the Dunlop Group of companies. He then moved to Local Government as Personnel Officer for Monmouth Borough Council and then as Strategic Personnel Manager for Monmouthshire County Council on Local Government re-organisation in 1996. In 2001 he joined Gwent Police as Head of Human Resources and in 2009 became Head of People Services.
Julie Reynolds - Head of Fleet Services

I started my career in the Accounts Dept of Royal Ordnance Glascoed. After 10 years service there and further posts in local government departments, I joined Gwent Police in 1997 and have worked in Fleet Services throughout this time. I am a member of the National Association of Police Fleet Managers, an associate Member of the Institute of Car Fleet Management and have attained the BSC Level 3 Certificate in Occupational Safety & Health.
I provide professional advice on all aspects of Fleet Services and am responsible for the provision of Fleet Services including the procurement and sale of vehicles, service, maintenance & repair, fuel provision, Vehicle Recovery, accident management, pool and hire vehicles, registration and licensing, ensuring that the fleet complies with Health & Safety and all other legislation and statutory requirements.
