Executive Team

Chief Constable Carmel Napier heads the senior management team and is responsible for:

• the direction and control of the force
• management of the budget and use of funds to deliver the objectives and targets set out in the force's strategy for the next three years.

The Chief Constable is accountable to the Gwent Police Authority and is the person directly responsible to the courts for police operations. She is also a member of each of our five local service boards. She sits on the Gwent Local Resilience Forum and chairs Gwent Area Scouts.

Deputy Chief Constable Jeff Farrar supports the Chief Constable in making sure Gwent Police is efficient and effective.He is responsible for:

• Service Development
• Professional Standards
• Human Resources
• Learning and Development
• Staying Ahead efficiency project

Assistant Chief Constable Simon Prince is responsible for Operational policing, including:

• Performance of our five policing areas
• Neighbourhood response policing
• Crime reduction - Partnerships
• Gwent Special Constabulary and volunteers
• Anti-social behaviour

Director of Resources Nigel Stephens manages the finances, infrastructure and support which enable the operational unit to function effectively. These include:

• Service transformation
• Income generation and sponsorship
• Estates and vehicle fleet
• Procurement
• Information Technology, including the G7 resource collaboration
• Insurance

Assistant Chief Constable Matt Jukes works with us on collaborative projects involving his home force, South Wales Police. These include:

• Specialist Crime
• Scientific support

Director of Legal Services Gareth Madge works with us on collaborative projects involving his home force, South Wales Police. These include:

• Civil Litigation
• Employment Law
• Contracts
• Conveyancing
• Operational Policing Powers (such as Antisocial Behaviour Orders and Sex Offenders Orders)
• Police Legislation and Regulations
