In-house legal service provision had existed in Gwent and South Wales police forces respectively since approximately 1986, but in April 2010 the two departments were brought together to form the South Wales and Gwent Police Joint Legal Service (JLS). JLS was the first collaborative legal services team within a police environment in the United Kingdom. JLS provides legal support and services to its four respective clients – the Chief Constables of South Wales and Gwent Police, South Wales Police and Crime Commissioner and Gwent Police and Crime Commissioner
JLS provides a wide ranging service to both Chief Constables and Police and Crime Commissioners under four key workstream areas – Litigation, Operational Policing, Employment and Corporate (which includes contracts, commercial property and governance/vires issues). A team of lawyers and caseworkers, supported by a single Senior Management Team, provide a responsive and resilient resource in both force areas. The structuring of JLS in this way has also enabled the development of expertise amongst lawyers within specific subject areas.
