Two police officers, who were both found guilty at criminal trials, were dismissed without notice at accelerated gross misconduct hearings.
Public hearings were held in Cwmbran on Friday 11 October in relation to alleged breaches of the professional standards of behaviour by former PC Huw Orphan and PC John Stringer.
Neither of the two former officers attended in person following the conclusion of the criminal proceedings for both men in September.
Both faced allegations concerning standard nine – discreditable conduct – with Orphan’s allegations taking place between January and April in 2020 while the allegations against Stringer took place in between March 2019 and July 2021.
Former PC Huw Orphan was previously convicted of causing grievous bodily harm in one incident and actual bodily harm in another.
PC John Stringer was previously found guilty of five offences of sexual abuse of a child.
T/Chief Constable Mark Hobrough said:
“I am appalled and disgusted at the horrific crimes that have been committed by these two officers and my thoughts go out to the victims in these cases.
“Officers take an oath to serve and protect their communities and these two have betrayed both the public and all of their colleagues at Gwent Police through their vile actions.
“Domestic abuse and child sexual offences are among the most serious that police officers investigate. I know this will have an impact on the trust of victims to report these extremely serious offences to us and I would like you to know that we are committed to bringing offenders to justice and safeguarding victims.
“There is no place in Gwent Police or our communities for perpetrators of abuse.”
The allegations of gross misconduct against both men were found proven by panel chair T/Assistant Chief Constable Nick McLain. He dismissed without notice PC Stringer and found that had former PC Orphan not resigned prior to the hearing that he would have also been dismissed.
Both will be placed on the College of Policing’s barred list in due course.
They will be sentenced for their crimes later this month.
