Gwent Police stopped a man on Reynolds Close, Newport, at around 4.40pm on Tuesday 21 January.
Officers seized a quantity of cannabis, cash, and two mobiles in a search carried out under section 23 of the Misuse of Drugs Act.
We later searched a property linked to the man and recovered further cash.
The man, from Newport, was arrested on suspicion of possession with intent to supply a controlled drug of class B - cannabis, and acquiring/using/possessing criminal property.
The 19-year-old was charged with these offences to appear before Newport Magistrates' Court on Thursday 23 January.
