According to APP guidance on vetting, police forces are obliged to carry out the same rigorous vetting process for non-police personnel as they do for police personnel.
Non-police personnel include: contractors, consultants, volunteers and partner agencies who work closely with, or share premises with, the police service.
Unsupervised access is not meant to be granted until vetting clearance has been obtained.
Where vetting clearance is withheld or withdrawn, forces should not grant unsupervised access, according to the guidance.
Please can you answer the below questions for the following time periods: 2019 (calendar year); 2020 (calendar year); 2021 (01 Jan to 31 Sep).
1) What was the total amount of vetting checks for non-police personnel your force carried out over the requested period of time?
2) How many of the applicants were found- through the vetting checks- to have had any previous convictions, cautions or other disposals (such as reprimands, warnings, fixed penalty notices for disorder and arrests)?
Please can you break down the answer to Q2 in terms of the types/numbers of convictions, cautions or other disposals found through the checks (for example, but not limited to: convictions for speeding, or careless driving).
3) How many of the applicants identified in Q2 were cleared (i.e. were able to carry out their non-police personnel role)?
