*Note: To avoid confusion, my request only refers to allegations of sexual offences made by police officers or staff while at the Cwmbran police training centre, which closed in 2005.
*Note 2: I have not provided a range of years as I would like any information you have about these allegations, no matter how historic. I have only asked for those allegations recorded electronically though to avoid the request being too time consuming or expensive. If you need a range of years to be specified, could you please provide any records for the calendar years 1991 - 2005.
Questions:
For each calendar year that you have electronic records for, please can you disclose:
1.
The number of allegations of sexual offences made by police officers or staff against other police officers or staff while training at the Cwmbran police training centre.
By sexual offences I mean sexual assualt, sexual harrassment, rape or any other sexual misconduct.
2.
A breakdown of which sexual offences were reported (whether they were sexual assualt, sexual harrassment, rape or any other sexual misconduct).
3.
The number of these allegations each year broken down by the rank of police officer or staff member who was the subject of the complaint.
4.
The number of these allegations each year broken down by the gender of the police officer or staff member who was the subject of the complaint.
5.
The number of these allegations each year broken down by the staff type of the person who was the subject of the complaint (whether they were an officer or staff).
6.
The number of these allegations each year broken down by the rank of police officer or staff member who made the complaint.
7.
The number of these allegations each year broken down by the gender of the police officer or staff member who made the complaint.
8.
The number of these allegations each year broken down by the staff type of the person who made the complaint (whether they were an officer or staff).
9.
The number of police officers/staff each year who were suspended as a result of the allegations.
10.
The number of the cases that were referred to the IPCC, IOPC or equivalent body overseeing police conduct.
11.
The results of the allegations.
By this I mean the number of these allegations each year found to be: substantiated; unsubstantiated; having a case to answer; not having a case to answer or discontinued.
12.
The action taken in the cases which were substantiated or found to have a case to answer. By this I mean the number of these allegations each year that resulted in: formal action; referral to proceedings; reflective practice; management action; informal action by line manager or no action.
13.
The sanction given in the cases that resulted in this happening.
By this I mean the number of these allegations each year that resulted in: dismissal without notice; final written warning; final written warning with management action; stage two warning; management advice or written warning.
14.
The number of police officers/staff each year who were arrested as a result of the allegations and how many of them were officers and how many were police staff.
15.
The number of police officers/staff each year who were charged as a result of the allegations and how many of them were officers and how many were police staff.
16.
The number of police officers/staff each year who appeared in court as a result of the allegations, how many of them were officers and how many were police staff and the result of the court case (whether convicted or not).
17.
The sentence received by any police officers/staff convicted as a result of the allegations. In these cases please also provide their names and the date of their convictions.
