I am writing to request information under the Freedom of Information Act 2000
For 2019;
If your force doesn’t carry out investigative assessments or cannot break the information down this way, please provide me with the number of confirmed crimes that do not qualify for further investigation after your forces initial screening/ investigative process within 24 hours of being reported and were not re opened at any stage.
Please break this information down by offence group as per the count offence classification index and only provide data for unresolved crimes. i.e., not crimes that were closed after 24 hours because a charge was brought.
For 2020;
If your force doesn’t carry out investigative assessments or cannot break the information down this way, please provide me with the number of confirmed crimes that do not qualify for further investigation after your forces initial screening/ investigative process within 24 hours of being reported and were not re opened at any stage.
Please also provide me with the number of confirmed crimes that resulted in a charge, again broken down by offence group.
For 2021;
If your force doesn’t carry out investigative assessments or cannot break the information down this way, please provide me with the number of confirmed crimes that do not qualify for further investigation after your forces initial screening/ investigative process within 24 hours of being reported and were not re opened at any stage.
Please break this information down by offence group as per the count offence classification index and only provide data for unresolved crimes. i.e., not crimes that were closed after 24 hours because a charge was brought.
For 2022 up to date (01/03/22)
If your force doesn’t carry out investigative assessments or cannot break the information down this way, please provide me with the number of confirmed crimes that do not qualify for further investigation after your forces initial screening/ investigative process within 24 hours of being reported and were not re opened at any stage.

To find this information, a manual trawl would have to be completed, as there is no filter to find this information. In January 2019 alone, there were 4810 offences recorded. It would take over 400 hours to complete a manual trawl (4810 records x 5 minutes per record = 24,050 minutes/60 = 400+ hours). Therefore, a Section 12 Excess Cost exemption has been applied.
Section 12 – Excess Cost
The exemption applicable to the information you have requested for this question can be found at Section 12(1) of the Act and this refusal notice is issued under Section 17.
Section 12(1) “does not oblige a public authority to comply with a request for information if the authority estimates that the cost of complying with the request would exceed the appropriate limit.”
In the case of a police force, the appropriate limit is set at £450, which is calculated at £25 per hour (i.e., 18 hours). Gwent Police would have to conduct a manual search to find and extract the information for this question. This would take more than 18 hours of staff time therefore we are unable to answer this question and the exemption is engaged.

Crime data and custody data are held on two separate systems which makes it difficult to directly link both sets of data. We have provided the outcomes of each of the occurrences; this is the outcome applied to the individual occurrence. This is not the same as the total number of charges for each offence - as multiple people could be charged for the same occurrence. The number of individual charges for certain offences can be obtained from the custody data as a separate request. However, the outcome data that has been provided will give the outcome of each individual offence and will include if at least one charge has resulted from the occurrence. Please note the outcomes data is reliant of the Officer in charge of the case updating the record with the correct information.
