2025/28996 - Enforcement of parking offences

Dear FOI Team,

I am submitting this request under the Freedom of Information Act 2000 and seek clarification regarding enforcement practices and recorded offences related to contraventions of the Highway Code, specifically Rule 243 concerning parking near junctions.

Please provide the following information:

1. The number of recorded offences or enforcement actions in your jurisdiction over the past three calendar years (or most recent available period) relating to vehicles parked within 10 metres of a junction, in contravention of Rule 243 of the Highway Code.
2. Gwent Police’s current operational stance on enforcement of this contravention, including whether it is treated as a civil or criminal matter, and under which statutory powers enforcement is undertaken.
3. The process by which reports of such contraventions are actioned, including:
• Whether photographic or witness evidence is accepted from members of the public;
• Whether officers attend reported incidents;
• Any thresholds or criteria used to determine whether enforcement action is pursued.

If any of the above information is held in policy documents, operational guidance, or internal protocols, I would be grateful if these could be disclosed or referenced.
