Kyle Vaughan, then aged 24, was last seen at around 11.45pm on 30 December 2012 and we’re renewing our appeal for information.
Ben Bray, 21, will appear before Newport Magistrates' Court on Friday 31 July.
Operation Oak is our investigation into reports made by a number of women of sexual abuse committed against them as children between 1985 and 1996.
The men, aged 54 to 73, are all British citizens and are bailed to appear before Newport Magistrates’ Court on Friday 24 July.
The man received first aid at the scene and was taken to hospital where he remains in a stable condition.
