2022/25069 - Training on Illegal Drugs

REQUEST

  1. Apart from legislation, such as the Misuse of Drugs Act, I am seeking information on what training new recruits / serving officers receive about illegal drugs.

 

For example, they will know that Heroin is illegal, but what training are they given about heroin as a drug (and other drugs)?

RESPONSE

  1. Apart from legislation, such as the Misuse of Drugs Act, I am seeking information on what training new recruits / serving officers receive about illegal drugs.

 

For example, they will know that Heroin is illegal, but what training are they given about heroin as a drug (and other drugs)?

 

Student officers get a comprehensive input on controlled drugs and psychoactive substances.  We have a secure training container that has illegal drugs for them to be able to identify them.

 

We have listed below the aims and objectives in the lesson plan relating to this.

 

In addition, the student officers also undertake practical scenarios testing their application and understanding of the knowledge to a hypothetical situation.

 

This all forms part of their formative and summative assessments that have to be passed before they can complete their training.

Misuse of Drugs:

1.    Identify the different controlled drugs and categorise the drugs as Class A, Class B or Class C in accordance with the Misuse of Drugs Act.

 

2.    Describe the points to prove for the offence of possession of a controlled drug (S5 Misuse of Drugs Act).

 

3.     Explain the offence of Supply a Controlled Drug contrary to Section 4 Misuse of Drugs Act 1971.

 

4.     Demonstrate how to issue a Cannabis warning.

 

5.    Apply knowledge of legislation to explain when a person has committed a drug related offence.

 

 

Psychoactive Substances:

1.    Describe what a psychoactive substance is.

 

2.    Identify and explain the different offences relating to psychoactive substances.

 

3.    Demonstrate how to conduct a search of an individual under Section 23 Misuse of Drugs Act.

  1. Describe the different types of drugs and drugs paraphernalia that officers encounter on a regular basis.
  2. Explain the legislation relating to possession of a controlled substance (Section 5 Misuse of Drugs Act).
  3. Explain the legislation relating to supply of a controlled substance (Section 4 (3) Misuse of Drugs Act).
  4. Explain the legislation relating to possession with intent to supply a controlled substance (Section 5 (3) Misuse of Drugs Act).
  5. Explain the legislation relating to the offence of cultivation of Cannabis (Section 6 Misuse of Drugs Act).
  6. Explain the legislation relating to searching for a controlled substance (Section 23/23a Misuse of Drugs Act).

 

Psychoactive Substance

 

  1. Describe what a psychoactive substance is.
  2. Explain the definition contained within the Psychoactive Substance Act 2016.
  3. Explain the legislation Section 4 – Producing a psychoactive substance.
  4. Explain the legislation Section 5 – Supplying / Offering to supply a psychoactive substance.
  5. Explain the legislation Section 6 – Aggravation of offence under Section 5 (if the supply is in the vicinity of a school, involves the use of a person under 18 years of age or occurs in a custodial institution).
  6. Explain the legislation Section 7 – Possession of a psychoactive substance with intent to supply.
  7. Explain the legislation Section 8 – Importing or exporting a psychoactive substance.
  8. Explain the legislation Section 9 – Possession of a psychoactive substance in a custodial institution.
  9. Describe an officers powers to search under Section 36 and Section 37.

 

 

In regard to serving officers in specific roles we provide the following training:

  • Evidential Drugs Identification Training (EDIT)
  • Drugs Expert Witness

 

Both courses are delivered by external providers therefore we do not hold lessons plans or aims and objectives for these courses.
